CBD REGULATION IN MEXICO
In Mexico, the medicinal use, as well as the production and research of Cannabis and its pharmacological derivatives are regulated by the General Health Law in its articles 1, 1 Bis, 2 and 3, 13, 17 Bis, 96, 100, 101,102, 194, 194 Bis, 197, 198, section I, 204, 222, 234, 235, 235 Bis, 240, 241, 244, 245, 247, 261, 290, 310, 368, 371, 373 and 376 and the provisions of the Regulations of the General Health Law on Sanitary Control for the Production, Research and Medicinal Use of Cannabis and its Pharmacological Derivatives, however, said legal framework not applicable for animal use or consumption.
On the other hand, the Agreement amending the similar one specifying the non-medicated products for animal use or consumption that are deregulated , article 3 section X paragraph a "The following non-medicated herbal products that do not have therapeutic or pharmacological properties: preparations based on plants, their parts or extracts, essential oils, natural aromatic substances as well as synthetic substances and synthetic analogues of pheromones; provided that their function in animals is solely auxiliary in ethological or behavioral processes as a positive reinforcement method for conditioning or adaptation to new environments and situations, whose application is in any physical state, using devices such as sprinklers, ambient vaporizers, collars, bracelets, earrings, as well as other inert devices determined by the Secretariat."
The use of CBD in Mexico has been at the center of an evolving debate
due to changes in legislation and public perception about cannabis

Lack of regulation of CBD for use in animals can lead to:
FIRST . Exposure of animals to risks to their health and well-being.
SECOND . It makes it difficult for the public to make informed decisions.

THIRD . It promotes the illegal sale of CBD and other products.
FOURTH . Lack of information on sales, destination and use of CBD.
FIFTH . It weakens the image of the regulatory authority.
SIXTH . It makes it impossible to monitor adverse reactions through the
pharmacovigilance.
SEVENTH . It does not allow the Regulatory Authority to trace said
products and raw materials.
EIGHTH . It generates unfair trade practices, which creates greater risks
to animal health since the great variety of products that are currently
are on the market, they do not have guarantees of safety, security and
effectiveness when prepared in an "illegal" manner, or without evaluation of the
compliance of the legal provisions to these companies.
NINTH . It limits scientific research.
It is therefore important for regulatory authorities to establish guidelines
clear and appropriate for the safe and effective use of CBD.
